In Dakar this May, the governors of the Association of African Central Banks spent part of their agenda on something closer to paperwork than policy. Francisca Tatchouop Belobe, the African Union's commissioner for economic development, tourism, trade, industry, and mining, urged the ABCA to finish appointing members to a new body called the African Monetary Institute. She called it an essential step toward the eventual African Central Bank. The institute's statutes had been adopted three months earlier. Its headquarters would sit in Abuja.
